What was Amendment 2? and Why is it Important? Amendment 2, an amendment to the Colorado constitution, was passed by voters in 1992. It would have prevented the state or any government entity in Colorado from passing laws giving basic civil rights to citizens based on sexual orientation. The Colorado Legal Initiatives Project (CLIP) was formed to mount the legal challenge to Amendment 2, which culminated in the United States Supreme Court decision in the case of Romer v. Evans. On May 20, 1996, the Court issued its opinion holding that Amendment 2 violated the equal protection clause of the U.S. Constitution. That decision is a landmark in the struggle for GLBT civil rights in this country.
