Anti-Gay PAC Operating Outside the Bounds of Election Law?

Experts in federal campaign finance, I need your help.
Ex-Gay Watch has posted some questions about a political action committee called We Are Thinking PAC with a slick web site that has been operating for over a year. The PAC accuses gays of hijacking the civil rights movement. It collects donations via an address on Pennsylvania Ave. in Washington, DC.
I can't find this PAC in any campaign finance database. If they have been operating for over a year and have not filed a disclosure report with the FEC, is this not a violation of federal campaign finance laws?
Election law experts and netizens, please chip in. I want to know who is funding this group. And I want to know if they are skirting or directly violating campaign finance laws.
