What are the issues that are driving these voters to more closely identify with R's in such a hard year for the R's? Are there any issues that would push them toward the Dems? What sort of outreach would be effective in such a sparsely populated area (and still be financially effective)?
Picking up a more even share of the Eastern Plains voters might move us closer to capturing CD-4 given the movement toward Dems in Larimer & Weld.
