Democrats can sweep the election in November if they unite behind a Balanced Budget Amendment.

Voters' greatest fear of Democrats in control is tax and spend liberals.

If our candidates unite behind a Balanced Budget Amendment with a supermajority outlet in times of extreme need, we can pick up Republican and independent deficit hawks.

Republicans are in such sorry shape, we can make significant gains with an aggressive platform. If we run on the same education, health care, higher taxes for the rich platform of the last 6 years, we might get lucky and eke out majorities, but why pass up this great opportunity?

A little risky, but interesting...

The fiscal conservative in me likes this proposal, mainly because I am a fan of balanced budgets. That said, the problem lies in the supermajority out. If you are the party in power during a recession, but you don't have a supermajority, you run the risk of the minority party forcing you to cut services. Then you, fairly or not, get creamed with the 'broken promises' bit. When you consider the Republicans (at least the ones in power) have relatively few scruples, this isn't particularly far fetched.

However, I think you are on to something. In addition to a supermajority, I'd have an automatic out or outs built in that automatically suspended the amendment if unemployment, inflation, and a couple of other independent measures hit various thresholds.

Don't fill it with too many outs, or it will be a meaningless bill. Also, I'd prefer to be the power in control over the power not in control.

Deficits during recessions can be avoided by running a surplus in times of growth. We have a mountain of debt to pay down at this point, so we really have no business barely balancing the budget anyway.
