Democrats can sweep the election in November if they unite behind a Balanced Budget Amendment.
Voters' greatest fear of Democrats in control is tax and spend liberals.
If our candidates unite behind a Balanced Budget Amendment with a supermajority outlet in times of extreme need, we can pick up Republican and independent deficit hawks.
Republicans are in such sorry shape, we can make significant gains with an aggressive platform. If we run on the same education, health care, higher taxes for the rich platform of the last 6 years, we might get lucky and eke out majorities, but why pass up this great opportunity?

However, I think you are on to something. In addition to a supermajority, I'd have an automatic out or outs built in that automatically suspended the amendment if unemployment, inflation, and a couple of other independent measures hit various thresholds.
Deficits during recessions can be avoided by running a surplus in times of growth. We have a mountain of debt to pay down at this point, so we really have no business barely balancing the budget anyway.
